If you play PC games, you probably have a collection of games from the Steam store. If the Steam Store doesn't load, you can't pre-order a new game or even get information on your old ones. Sometimes this happens because of a one-time bug or an incorrect configuration file. You might be able to resolve this issue by flushing the configuration file.
